Allah has spoken the truth in His Holy Book: “And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy and others besides them whom you do not know [but] whom Allah knows. And whatever you spend in the cause of Allah will be fully repaid to you, and you will not be wronged.” [Al-Anfal: 60] Since health and education are the primary elements for nations to possess strength, empowerment, development, and prosperity, it is from this perspective that the decisions of the revolutionary leadership, represented by His Eminence the Mujahid Sayyid Abdul-Malik Badr al-Din al-Houthi, have been made. With the issuance of Ministerial Decree No. (3) of 2023, appointing Professor Dr. Ali Saeed Al-Tariq as Acting President of Al-Dhali' University, the establishment of this institution embodies the greatest meaning of resilience and defiance against the most brutal and vicious aggression and hatred perpetrated by the forces of treachery and disbelief against the Islamic and Arab nation. Stemming from the spirit of national responsibility of His Excellency Field Marshal Mahdi Muhammad Al-Mashat, President of the Supreme Political Council, and recognizing with his wisdom the necessity of confronting and overcoming all obstacles and difficulties, and in order to preserve this national project and transform it into a true asset contributing to the national development process and the building of the modern Yemeni state, Presidential Decree No. (22) dated 10 Rabi' al-Awwal 1445 AH, corresponding to September 25, 2023, was issued appointing the university president. From the first day of assuming office, the university leadership has strived to create an institutional system for managing the university academically and administratively, based on the principle of economic efficiency, relying on God Almighty, the university's own resources, and the efforts and cooperation of the sincere sons of this nation. Achieved a number of accomplishments, most notably:
- Forming committees to manage university affairs (academic, student affairs, and general secretariat).
- Appointing the university's academic staff according to academic requirements and standards.
- Implementing comprehensive quality management at the university and developing and implementing a strategic plan to qualify the university for programmatic academic accreditation by 2025.
- Strengthening the principles of transparency, accountability, and governance at the university through the development, approval, and implementation of numerous regulations (organizational, academic, student affairs, etc.).
- Conducting numerous workshops and training sessions to qualify faculty members, their assistants, and academic staff.
- Preparing the university's strategy, directions, and strategic plan in accordance with quality and academic accreditation standards.
- Reviewing and updating the descriptions of academic programs and courses in accordance with the university's modern strategic directions and in line with the standards of the Academic Accreditation Council and the World Federation of Medical Sciences (WFME).
- Implementing the electronic automation project for the university's academic and administrative activities and student services through the full activation of the SAR system.
- Following up with the Ministry of Civil Service and the Ministry of Finance to secure academic and administrative positions to ensure the stability of the academic and administrative staff, recognizing them as the university's primary resource and true capital.
- Registering Al-Dhale' University with the Ministry of Civil Service.
- Completing the network connection with CAC Bank and centralizing all university financial transactions through CAC Bank.
- Developing an expansionary strategic plan for the university, aiming to establish a teaching hospital in Al-Dhale' Governorate. This initiative responds to the urgent national development needs in the health and higher education sectors, reflecting the university's commitment to actively participating in the implementation of the National Vision and the building of a modern Yemeni state. The plan includes the establishment of several new specialized colleges.
The university's vision and mission are based on a model that not only ensures its academic programs and research projects meet international standards, but also incorporates elements of its culture, identity, and faith. These are essential prerequisites for preparing a generation of distinguished and conscious national leaders, armed with the allure and enlightenment of knowledge, positively engaged with reality, and looking forward to the future with hope and action. All these achievements would not have been possible without God's grace and the unwavering support of the revolutionary and political leadership, beginning with the esteemed scholar and mujahid, Abdul-Malik Badr al-Din al-Houthi, leader of the glorious September 21 Revolution, and continuing with the political leadership represented by the President and members of the Supreme Political Council and the National Salvation Government.
I also extend my thanks and appreciation to everyone who contributed to, assisted in, and encouraged the establishment and continuation of this distinguished academic institution, including academics and administrators. My greetings and appreciation go to our students, both male and female. The university serves as a gateway to the bright and promising future our students aspire to, a future we have no doubt will be bright and dazzling for the entire world.
I would also like to express my gratitude to all the academic and administrative staff who contributed to, assisted, and encouraged the establishment of this prestigious institution. In conclusion, we extend our deepest gratitude to the leadership of the revolution and the Presidency of the Republic for their direct support in addressing the university's situation, beginning with the activation of Presidential Decree No. (119) of 2008, continuing with our assignment to establish the university and launch its electronic portal, and culminating in the issuance of the Presidential Decree appointing us. We also express our appreciation to the leadership of the Ministry of Higher Education and Scientific Research, represented by His Excellency Professor Hussein Ali Hazeb, His Excellency Professor Dr. Ali Yahya Sharaf Al-Din, Deputy Minister of Higher Education, Professor Dr. Ghaleb Al-Qans, Undersecretary of the Education Sector, the other undersecretaries, and the Information Technology Center at the Ministry. Our gratitude also extends to the leadership of the Ministry of Public Works, represented by His Excellency Sheikh Ghaleb Mutlaq, Chairman of the University's Board of Trustees, for their ongoing material, moral, and logistical support, care, and attention to the university. We further thank His Excellency the Minister of Transportation and Information Technology, Engineer Musfir Al-Numair, for his material and financial support, as well as the General Authority for Endowments for its financial support.
